Comigo aconteceu a mesma coisa.
Caso ainda não tenha resolvido... estou conseguindo da seguinte forma.
Exporte seu flow que nao consegue ser publicado.
REVISE COMPLETAMENTE, excluindo qualquer informação sensível. Ex.: paralavras como CPF, Cartão Crédito, Salário, etc
Isso tudo é visto como forma de violação e que podem bloquear seu formulário.
