What message is this?

When I click restart on my flow in the cloud site I am getting 'Custom head code is not enabled in Preview mode'.
What does it mean?

It means you have a custom head code defined. (Settings > Metadata > Custom head code). It's just a message to tell you that it's not executed in preview mode
